A useful tool to fall back on when speaking in public? Without a doubt.
A lazy way for a spokesperson to tackle a difficult question? Absolutely.
Use two questions to illustrate polar extremes as a way of saying ‘somewhere in between,’ but really intimating it’s closer to the extreme we don’t want to talk about? Completely.
Can a journalist use a self-directed question as a quote? Not really, that’s part of the beauty.
Largely the domain of divisional heads within a large corporate? Indeed it is.
Irritating when done more than once? Very.
More annoying than the rising inflection? Close, but not quite.
